Persecution – Discrimination In Irish Chess?
Dear John (ICU Chairperson),
I have applied to play in the upcoming Galway Congress and been refused.
Reasons given can be seen in the email correspondence below.
I asked what were the specific reasons and have not been told.
I have asked for an Appeals Procedure and my request has been ignored, and told that the decision is final.
I am now appealing to the ICU and requesting that you step in and solve this problem, please.
This same problem arose two years ago. The then ICU chairman, Mr Pat Fitzsimons, introduced a procedure stating that the Tournament organisers must give a reason and an Appeals procedure, otherwise the tournament would not be rated. My understanding is that this procedure has not been revoked and is still in place. The ICU must not rate this tournament.
Please see that the ICU’s duty to this member is honoured and that the ICU’s principles of Natural Justice are being applied. We do hope that you’ll act ASAP.
ICU No: 5601
Thank you for the clarification about who the payments were for, and
apologies for the inconvenience: we seem to have had problems in not
receiving some of the entry forms which were apparently filled in.
We are afraid that the decision not to accept your entry is final. Please
let us know whether Diana would still like to play, and how we should
refund your entry payment: either your bank details for an electronic
transfer, or an address for us to send a cheque to.

Dear “Galway Chess Club”
One of the entries is from me(the standard entry),and the other one for
Diana Mirza(student); we followed and completed accordingly to your website
(with ICU nr.):
I have had no incidents at Galway chess tournaments.
What past behaviour are you referring to?
I do not know what you are talking about.
I wish to appeal your decision.
What is your appeals procedure, please?
We have received two payments from you for entries to the Galway Congress,
but no accompanying entry forms, so we do not know whose entries you were
paying for. Please let us know that. As you know, we will not accept an
entry from you in view of your past behaviour, but we are very happy to
accept entries for your children. If one of the payments was for your
entry, we will refund the money for it to you.
